"Once-In-A-Generation" Federal Funding
Infrastructure Investment and Jobs Act
$15 Billion in direct funding to Tribes
The Infrastructure Investment and Jobs Act is an opportunity for tribes to secure their future generations in some of the most essential aspects of tribal infrastructure. A significant portion of this act has been carved out just for Indian Country:
IIJA Tribal Allocations:
Tribal water and sanitation deficiencies
$3.5 billion
Climate resiliency projects
$216 million
Tribal highway projects/roads
$2.5 billion
Tribal water rights settlements
$2.5 billion
Tribal broadband programs
$2 billion
The Bipartisan Infrastructure Deal is an historic down payment on ensuring that future generations have clean air, drinkable water, fertile soil, and an overall quality of life that is currently threatened by the worsening climate crisis. As our communities bear the brunt of intensifying droughts, wildfires, flooding, and legacy pollution, the BID’s investments will be crucial to ensuring local, state, and Tribal communities have the resources they need to bolster climate resilience and protect natural areas.

The IIJA Details
The Infrastructure Investment & Jobs Act of 2021, commonly referred to simply as the “Infrastructure Bill”, is the single largest investment into infrastructure in the history of the US. Signed into law in November of 2021, the bill totals $1.2 trillion with $559 billion into new programs. Of this $1.2 trillion, over $11.2 billion has been set aside for Tribal Nations, though Tribes will be eligible to apply for other funds as well.
Unlike the CARES Act & ARPA, the Infrastructure Bill funds will largely be distributed through annual programs over the next 5 years. These funding programs will address infrastructure needs in broadband, water, wastewater, clean energy, roads, bridges, and many other areas. Some of these funding programs will be familiar to Tribal Nations—such as Drinking Water Revolving Funds or the BIA Road Maintenance Program—while others will be newly created.
While the Infrastructure Bill funds will begin to be allocated this year, it is still being determined exactly through which programs and by what methodology. However, written into the bill are certain parameters that can assist the direction of your Tribe’s planning.
Where Are the Monies Going?
For Tribal set aside funds, there are five central areas that funds will be allocated to.
- IIHS water & sanitation deficiencies $3.5B
- Tribal water rights settlements $2.5B
- Tribal broadband programs $2B
- Tribal highway projects/roads $3B
- Climate resiliency projects $216M
In addition to these Tribal set-asides, Tribal Nations will be eligible to apply for funds across other areas as well. The following table gives an overview of what infrastructure categories the monies will be going into and which federal agencies will be distributing them:
