Legislative Update: In November 2019, the House of Representatives passed the “Tribal Access to Homeless Assistance Grants Act of 2019” (H.R. 4029) and the “Fostering Stable Housing Opportunities Act of 2019” (H.R. 4300) to expand housing assistance for communities vulnerable to housing insecurity or homelessness – including Native Americans and youth aging out of foster care.

One of the most intractable problems facing Indian Country is the tremendous housing shortage in tribal communities across the nation. Even with the recent increase in federal appropriations, many tribes continue to struggle with rising construction costs, overcrowding, dilapidated housing conditions and a lack of resources to construct new housing.

Current estimates reveal a need for an additional 200,000 housing units in Indian Country. Statistics show that 16 percent of Tribal communities households are overcrowded, compared to 2.2 percent of the general population.
