Eric Metcalf

Healthcare Services Director

Eric Metcalf is a senior Tribal healthcare executive with more than 30 years of experience advancing Tribal health systems, strengthening governance frameworks, and shaping national Indian Health Service policy. He has led multi-site healthcare operations, overseen capital facility development, and advised Tribal Nations nationwide on governance alignment, funding optimization, and long-term system sustainability.

Eric currently serves as Healthcare Director Consultant for Blue Stone Strategy Partners, advising Tribal Councils and Health Boards on 105(l) lease optimization, Contract Support Cost recovery, PRC modernization, Medicare-Like Rate implementation, and strategic healthcare expansion.

From 2019 to 2025, he operated a national healthcare consulting practice supporting Tribal Nations in infrastructure development, federal funding strategy, operational restructuring, and public health emergency coordination.

Eric previously served as Tribal Council Representative for the Coquille Indian Tribe and held executive leadership roles including Health & Human Services Director and Executive Director for Tribal health systems in Oregon and California.

At the national level, he has played a significant role in federal policy advocacy and Tribal healthcare funding reform, serving as:

  • Delegate (29 years) and Vice Chair (3 years), Northwest Portland Area Indian Health Board

  • Member, National Facilities Appropriation Advisory Board (2016–2024)

  • Member, National Purchased/Referred Care Workgroup (1998–2024)

  • Member, IHS Budget Formulation Workgroup (2008–2012)

Eric is widely recognized for aligning governance authority with operational excellence and advancing Tribal healthcare sovereignty through strategic policy leadership, infrastructure modernization, and federal funding advocacy.
