With a strong foundation in human resources, compensation consulting, and retirement plan administration, she brings a practical, compliance-driven perspective to every engagement.
Elena is known for her ability to support organizations in developing and strengthening their HR functions, including compensation structures, personnel policies, and workforce alignment. Her work includes contributing to organizational assessments, assisting in the design of compensation frameworks, and supporting the integration of HR strategies that align with Tribal governance, sovereignty, and community priorities.
She brings a strong understanding of regulatory requirements and industry standards, reinforced by her certifications as a Tribal Human Resources Professional (THRP), Qualified 401(k) Administrator (QKA), and Retirement Plan Associate (RPA). Elena is also a skilled communicator and collaborator, working closely with leadership and staff to ensure HR solutions are both practical and culturally aligned.
With a Bachelor’s degree from the University of New Mexico and experience in data analysis, client billing, and project coordination, Elena plays a key role in supporting the delivery of high-quality, effective HR solutions across a range of Tribal initiatives.
