G. Kevin Locklear has been helping tribes move forward since the early 1990s. Locklear brings almost 30 years of life-lessons and teamwork to Blue Stone Strategy Partners. He has worked with tribal entities from throughout the continental United States, Hawaii, Alaska, the South Pacific, and Australia in numerous capacities. This work began when he worked at high schools and major universities teaching and advising Native American students. Later he led school turnaround in Native American schools throughout the United States before turning his attention to advising state governors, state legislative bodies, university administrators, tribal administrators, tribal legislative bodies, state and local boards of education and local governments on policies affecting tribal peoples.
Locklear earned his Doctor of Philosophy in Education from the University of California at Davis. He earned his Master of Arts degree in American Indian Studies at the University of Arizona. He graduated as a Chancellor’s Scholar from the University of North Carolina at Pembroke with a Bachelor of Science degree in Biology and a Bachelor of Arts in American Indian Studies.
Locklear has been involved in numerous community service activities. He has served as the Chairperson of the Harold B. Wynn Scholarship, on the Editorial Board of Red Ink Press at the University of Arizona and on the Board of Directors of the Headlands Indian Health Careers Program at the University of Oklahoma. Most recently he has been volunteering at a local foodbank.
