Housing Services Director
With extensive knowledge of leading housing projects and networks, Bill Picotte is the Housing Services Director at Blue Stone Strategy Partners. His expertise includes 30-plus years working in affordable housing development and management in Indian Country, both in the Indian Housing Authority and non-profits sectors. He has previously worked with a variety of resources like Low-Income Housing Tax Credits, the Indian Housing Block Grant, the Affordable Housing Program of the Federal Home Loan Bank System, USDA Rural Development Programs, including Section 502, 504, 521, and the Community Facilities Program. Picotte’s grassroots involvement with these organizations grants him a unique, comprehensive perspective on housing concerns in Indian Country.
Picotte has also worked for Fannie Mae as the Senior Business Developer for Native American Initiatives and has testified to the Housing Sub-Committee of the Senate Banking, Housing and Urban Affairs Committee on matters of Rural and Native American housing. In addition, he has served on several national boards, including the Housing Assistance Council (HAC), Fannie Mae’s National Advisory Committee, and the Affordable Housing Advisory Committee of the Federal Home Loan Bank of Des Moines.
Picotte grew up on the Cheyenne River Sioux Reservation in Eagle Butte, South Dakota. His passion for serving Tribes and their right to decent, safe, and affordable housing is born from the desire to see all Tribal communities realize adequate housing.
